State Economic Development Plans identify the state member’s categorical funding priorities for the fiscal year. States may elect to submit existing infrastructure plans as their annual plan.
The State of California submitted regional plans for the One-Year State Economic Development Plan, as the Southwest Border Regional Commission (SBRC) required. These plans align with the California Jobs First Economic Blueprint, a strategic plan to advance sustainable economic growth, foster innovation, and create access to well-paying jobs statewide. The regional plans address the SBRC-eligible counties: Imperial, Los Angeles, Riverside, San Bernardino, San Diego, Orange, and Ventura.

Existing plans include but are not limited to Comprehensive Economic Development Strategy (CEDS), State Broadband, Water, or Road plans.
Statewide Long-Range Transportation Plan
This Five-Year Strategic Plan outlines the SBRC’s targeted approach to fostering long-term economic growth, enhancing resilience, and improving the quality of life for residents—especially those in underserved and economically distressed communities. The plan is a living document, evolving to incorporate new insights, data, and feedback to better address the needs and challenges of the commission’s communities.
