    SBRC recognizes that transparency, accountability, and proper stewardship of resources are critical to operating effectively and maintaining public trust.

    The following is a guide to SBRC’s many key transparency and accountability mechanisms and reporting documents.

    Key Areas of Transparency

    Transparency Policy

    The SBRC Transparency Policy outlines the principles that guide the Commission’s commitment to proactive public disclosure of information about its programs, projects, and activities. The policy defines the scope and type of information routinely made available to the public.

    The SBRC Transparency Policy is overseen by the SBRC Chief Executive Officer (CEO) and implemented with the support of a dedicated Transparency Task Force. The Task Force is composed of representatives from key SBRC departments, including:

    • Office of Programs
    • Office of Finance and Administration
    • Office of External Affairs
    • Office of General Counsel
    • Office of Public Affairs

    The Task Force is responsible for ensuring compliance with the Transparency Policy, reviewing and updating the policy as needed, and considering public input on transparency practices.

    The SBRC values public feedback on its transparency efforts. While a formal comment period may be held for significant revisions to the Transparency Policy, the public is encouraged to submit suggestions for improvement at any time. Feedback can be submitted via email to info@sbrc.gov

    SBRC may choose to post anonymized public comments and responses on its website to promote transparency and inform the public about ongoing efforts.

    SBRC’s Transparency Policy reflects the Commission’s core values of accountability, integrity, and collaboration. By proactively disclosing information, SBRC strives to build trust with stakeholders, ensure responsible stewardship of public funds, and promote effective program implementation.

    • Grant Programs: Information on SBRC’s grant programs, including eligibility criteria, application processes, and awarded projects.
    • Project Summaries: Descriptions of funded projects, including their objectives, beneficiaries, and outcomes.
    • Performance Data: Data and metrics demonstrating the impact of SBRC-funded projects on economic development and community well-being.
    • Budget & Expenditures: Information on SBRC’s budget, expenditures, and financial performance.
    • Financial Audits: Access to independent audits of SBRC’s financial operations.
    • Board of Directors: Information on the composition and roles of the SBRC Board of Directors.
    • Federal Co-Chair: Information on the role and responsibilities of the Federal Co-Chair.
    • Congressional Oversight: Information on congressional oversight of SBRC activities.
    • Public Meetings: Information on public meetings and opportunities for community input.
    • Stakeholder Collaboration: Information on SBRC’s engagement with stakeholders, including local governments, community organizations, and the private sector.
    • SBRC is committed to conducting its business with the highest ethical standards.
    • SBRC adheres to all applicable federal ethics regulations, including those of the U.S. Office of Government Ethics (OGE).
    • SBRC has internal policies to prevent and address potential conflicts of interest. 
    • SBRC is subject to the Freedom of Information Act (FOIA), which requires the release of agency records upon request, with certain exemptions.
    • SBRC has a designated FOIA Officer who handles requests and ensures compliance with the law.
